The Winters Area Business and Industrial Corporation (WABIC)
was organized by several local business leaders in 1992 to encourage new and
existing business ventures in Winters and to promote economic development in
the area. Board members are selected from the community and have shown an
interest in working together to give Winters a brighter future.
WABIC is a non-profit corporation, organized under the laws
of Texas. It is non-profit in that no board member can receive financial
benefit from the revenues of WABIC. All income, according to the by-laws and
state and federal laws, must be used for the benefit of the Winters
community as a whole.
WABIC is a private corporation, in that it is not a
governmental entity and has no taxing authority. It is public, in that it
was established for the benefit of the Winters community and works closely
with the local governments--city, hospital, school, and county.
The primary source of revenue for the operation of WABIC is
from rental income. Due to the foresight of the early directors of WABIC,
the buildings of the former Winters Manufacturing Co. were acquired from the
Hinds family. Selkirk--AirMate--leases the main plant for warehouse use and
Contico leases the east warehouse. Along with revenue from other properties
around Winters, WABIC now has resources to promote economic development
projects in Winters.
A Director of Economic Development was employed by the Board
of Directors of the Winters Area Business and Industrial Corp. in April
1999. It is his responsibility to coordinate the economic development
activities in Winters.
Mission Statement--The Winters Area Business and Industrial
Corporation is a non-profit organization dedicated to promoting new business
development and assisting current businesses in North Runnels County. The
Board of Directors coordinates with governmental entities and other
organizations to promote and sustain industrial and retail business growth
in the area.
The Goals are--
1. To assist in the creation of new businesses
2. To assist the Chamber of Commerce in helping current
businesses grow and increase productivity
3. To promote the economic climate in Winters for all
businesses to prosper
4. To assist the City of Winters, Winters ISD, North Runnels
Hospital, and Runnels County in providing adequate infrastructures for
business development
5. To provide economic development services to individuals,
groups, and businesses in the area.
